Cipollone argues that the ECB must evolve its payment infrastructure to keep pace with technological advancements. He noted that many Europeans are becoming increasingly dependent on non-European digital transaction providers, which now dominate the economy.

This push for the digital euro gains urgency amid rising geopolitical tensions that reveal flaws within Europe’s payment systems. Recent global events underscore how foreign control over financial infrastructures can pose significant risks.

The Need for Central Bank Adaptation to Cash Decline

Cipollone highlighted that more than a third of daily transactions by value are now conducted online, but policymakers are unable to utilize central bank money for these purchases.

“We provide both retail and wholesale payment methods,” he explained. “At the retail level, cash is offered, but it doesn’t fully meet consumer needs, particularly for digital payments.”

The ECB official pointed out that the current landscape is characterized by rapid transformation rather than stability. A decade ago, cash met nearly all consumer demands, but technological innovation has dramatically changed payment preferences.

“The ability to use central bank money for retail transactions is declining quickly,” Cipollone remarked, presenting the digital euro as a means of adapting to this evolved environment by offering a digital counterpart to physical cash.

The ECB has completed its preparatory phase for the digital euro, with President Christine Lagarde announcing last month that, “we have done our work, we have carried the water.”

The responsibility now lies with EU institutions to finalize the required legislation. Cipollone has suggested that pilot programs could become operational by mid-2027, with the first issuance anticipated for 2029 if the legislative framework is approved this year.

“Currently, when a payment service provider (like a bank or fintech) services a merchant, the merchant must comply with its standards," Cipollone clarified. "With the digital euro, there will be a single, open standard available for the private sector as well."

He criticized proposals suggesting that the digital euro should only operate offline, questioning its applicability in e-commerce where offline solutions can't effectively facilitate payments.

“How can an offline solution be used in the e-commerce sector? I don’t understand,” Cipollone added.

Geopolitical Risks and Infrastructure Vulnerabilities

Recent incidents have underscored the dangers of foreign control over Europe’s payment systems. Cipollone referred to situations where International Criminal Court judges faced payment difficulties across Europe with their U.S. cards blocked by Visa and Mastercard.

“With a digital euro, they could have continued making transactions throughout the euro area,” he observed in a separate interview with Süddeutsche Zeitung.

Seventy European economists echoed these concerns in an open letter, warning that thirteen euro area countries now wholly depend on international card schemes for basic retail transactions.

“This dependence on foreign (U.S.) payment providers exposes European citizens, businesses, and governments to geopolitical pressures, foreign commercial interests, and systemic risks beyond Europe’s control,” they stated, calling for the digital euro to become “the backbone of a sovereign, resilient European payment infrastructure.”

The urgency of the situation was highlighted when recent geopolitical tensions, such as President Trump's tariff threats against eight European nations regarding Greenland, led to $875 million in crypto liquidations within just 24 hours, exemplifying how swiftly geopolitical events can reverberate through financial markets.
