In a recent press release, it was announced that the Barcelona-based technical firm BLOOCK played a key role in developing this platform.

This new solution integrates enterprise IT systems with blockchain technology, utilizing Ethereum alongside Solidity smart contracts for the issuance of ERC-20-based credits.

Among the platform's technical features are the use of Ionic for the mobile wallet and a “role-based access control with digital signatures throughout the system.”

According to the announcement, the system is designed in such a way that, even if external systems are compromised, the blockchain itself does not store any personal information that can be exploited.

Additionally, Creu Roja is implementing zero-knowledge technology through the human and AI verification platform Billions Network (previously known as Polygon ID). This platform manages the entire aid lifecycle, from donation to distribution, ensuring that “no personal data ever interacts with the public blockchain.”

The primary aim is to offer complete traceability and financial transparency to donors, while safeguarding the privacy and dignity of those receiving aid.

As a result, RedChain's hybrid trust model keeps all recipients' personal information entirely off-chain within Creu Roja’s secured systems. Spending data also remains off-chain, with on-chain verification hashes provided. Developers note, “The complete audit trail can be reconstructed from on-chain proofs without ever exposing personal information.”

Francisco López Romero, the Chief Technology Officer at Creu Roja, Catalunya, remarked, “People seeking help shouldn’t have to choose between receiving assistance and maintaining their privacy.” Thus, this new system was designed so that donors can confirm that their contributions truly impact lives, and beneficiaries can access support without fear of being tracked, profiled, or stigmatized.

Streamlining Aid Delivery: Moving Away from Manual Processes

The announcement emphasized that this innovative platform greatly simplifies the entire aid delivery process. It eliminates traditional paper-based workflows and prepaid cards, opting instead for a digital system that “differentiates between what donors need to know and what they don’t.”

Creu Roja notes that recipients are not required to have a bank account or credit history. They are given digital aid credits in the form of ERC-20 tokens, which are allocated through Ethereum smart contracts and delivered directly to their personal mobile wallets.

Crucially, there is nothing indicating these credits as “aid.” Recipients can utilize them via QR codes at approved local merchants, engaging in transactions that appear indistinguishable from regular purchases.

Simultaneously, donors and administrators can monitor aggregated aid flows in real-time, gaining insights into the allocated funds, amounts spent, and the destination of each euro, according to the organization.

The Need for This Blockchain-Based Platform

Creu Roja emphasized that international aid delivery is under increasing scrutiny. Communities in need often struggle to receive effective assistance due to issues like a lack of transparency, corruption, and favoritism.

While blockchain solutions have existed prior to this implementation, most mandate that recipients surrender their personal data, including biometric information.

This can unintentionally subject vulnerable populations to risks of surveillance, profiling, and discrimination, Creu Roja states.

The announcement also highlights, "BLOOCK’s approach illustrates how humanitarian organizations can merge accountability, privacy, and digital efficacy without introducing new risks for the individuals they serve."

Evin McMullen, CEO and co-founder of Billions Network, emphasized that Creu Roja has created a system based on credentials rather than surveillance.

“Recipients keep proof of their eligibility in their own wallets. They present it when necessary, disclose nothing more, and continue with their lives. This is how identity should function everywhere, especially in humanitarian and public-interest systems. You own your credentials, you control what you share, and no one builds a profile on you without consent,” he commented.

Lluís Llibre, CEO of BLOOCK, added, “Blockchain should certify truth, not store content.” The architecture of the platform enables this, stating, “Every transaction creates a cryptographic proof that is permanently anchored and independently verifiable, yet this proof holds no personal information.”

As of the announcement, the BLOOCK platform has successfully processed more than 952,000 cryptographic transactions and over 257,000 data validations.
