Operation Destabilise resulted in 128 arrests worldwide, confiscating over £25 million ($33 million) in cash and cryptocurrencies in the UK alone.

The Smart and TGR networks functioned like illegal clearinghouses, taking in cash from one location and making equivalent amounts available elsewhere, primarily using Tether’s stablecoin to ensure high liquidity.

These crypto-centric criminal networks attracted clients involved in myriad illegal activities, from the drug trade to firearms smuggling, facilitating nearly any crime through efficient cross-border value transfers.

“This laundering scheme allows us to connect funds from local drug trades to global organized crime and state-sponsored actions,” stated Sal Melki, the NCA’s deputy director for economic crime.

These networks engage in various levels of international money laundering, from gathering street cash from drug deals to buying banks and violating global sanctions.

The Bitcoin Connection in Espionage

Analysis showed that blockchain payments were funneled through intermediary wallets to a significant account created in June 2022, processing over $600 million in Bitcoin, with transactions linked to the sanctioned Russian exchange Garantex.

Global Ledger’s findings revealed that the FSB-connected wallets exhibited structured laundering activities, notably operating strictly during Moscow’s working hours.

Additionally, Canadian regulators recently reported that unregistered crypto exchanges are facilitating substantial cash-for-crypto transactions without requiring identity verification, enabling transfers of up to $1 million in untraceable cash.

Growing Networks of Crypto Laundering

Earlier this month, federal prosecutors leveled charges against Firas Isa, creator of Crypto Dispensers in Chicago, for allegedly shifting at least $10 million in funds from fraud and drug activities through crypto kiosks across the country from 2018 to 2025.

This indictment coincides with FBI data indicating nearly 11,000 complaints related to crypto ATMs in 2024, amounting to over $246 million in losses.

Similarly, the Treasury’s Office of Foreign Assets Control has placed sanctions on eight individuals and two North Korean entities found to be laundering cyber theft proceeds and facilitating IT worker schemes, with over $3 billion stolen primarily in cryptocurrency over the past three years.
