I'm Pauline Shangett, the Chief Strategy Officer at ChangeNOW, where we manage over a billion dollars in monthly trading volumes. Throughout the years, I’ve gained insights into the delicate balance between decentralization and the central influences that continue to govern this sphere. While DeFi promises autonomy, a significant part of it depends on centralized systems. This contradiction is the focus of my current work.

In the realm of decentralized finance, discussions often revolve around freedom and autonomy; however, reality reveals a different picture. DeFi offers a vision of a financial ecosystem without banks, intermediaries, and extensive verification processes—only code, protocols, and self-managed assets. It sounds like financial liberty in theory. Nonetheless, the expectations of users often contrast sharply with their actual experience. Instances of admin keys, governance dominated by major holders, and pause functions that can stall operations are commonplace. This highlights the need for a candid exploration of genuine decentralization.

Three notable issues shatter the illusion of true decentralization.

Admin Keys: Numerous projects present themselves as decentralized, yet their founding teams retain the keys that can activate or deactivate systems. Multi-signatures appear to enhance security until it's revealed that all signers communicate within the same Telegram group.
Governance Theater: Token-based voting may seem elevated, but when large holders influence decisions, outcomes are often predetermined before smaller stakeholders even engage with proposals.
Emergency Shutdowns: Take Solana as an example; it has halted operations multiple times. These “emergency switches” are branded as protective measures for users, but they illuminate who truly holds control, with users typically aware only when issues arise.

All of this cultivates a perception of infallible code, but in reality, there are always individuals orchestrating the outcomes.

The Necessity of Centralized Control

Indeed, and it is often essential. While it may appear contradictory, centralized oversight can be crucial for ensuring the stability of decentralized finance. Rather than contradicting decentralization, it serves as a protective measure that bolsters the system's resilience, especially during crises.

For instance, consider the Binance Smart Chain hack, where over $100 million was siphoned off. Binance's ability to freeze accounts, coordinate with validators, and block certain addresses prevented what could have been catastrophic losses for users.

Another case was Sui, which managed to refund users a total of $52 million following a liquidity pool breach. Centralized intervention was responsible for returning the funds, not on-chain code.

However, I view this dynamic as an inescapable reality. The pressing question is: should we pursue a completely permissionless and trustless system, or should we maintain the option for intervention in emergencies? Centralized entities provide the capability for quick decisions and recovery of user assets during critical situations.

Embracing Progressive Decentralization

I refer to this approach as “progressive decentralization” or hybrid governance. The objective is not to eliminate all centralization; rather, it's vital to be transparent regarding the existing centralized elements and who controls them.

DeFi Needs to Be

At ChangeNOW, we focus on attaining that equilibrium. We prioritize being transparent about power dynamics, especially during crises.

DeFi presents various challenges daily, including fraud, exploitation, frozen assets, and unfinished protocol bugs. We guide users in understanding where authority lies and who exercises it.

For example, following the AlexLab hack, our team actively collaborated with the community to freeze stolen assets and track down the culprits. When Loopscale incurred a loss of $5.8 million, we promptly blocked suspicious wallet activities to mitigate losses. These instances were not acts of heroism; rather, they exemplify genuine support in DeFi. Behind every so-called “unstoppable” protocol, there is invariably someone managing the aftermath.
