Among the companies identified by the U.S. government is the Amnokgang Technology Development Company, which oversees overseas North Korean IT delegations and other illicit activities. Additionally, a Vietnam-based partner, Quangvietdnbg, converted around $2.5 million into cryptocurrency for North Koreans between mid-2023 and mid-2025, with a staggering $800 million in 2024 alone. Other facilitators opened bank accounts, facilitated crypto transactions, and laundered proceeds for North Korean procurement figures such as Kim Se Un.

The OFAC warns that both U.S. and foreign financial institutions could face secondary sanctions risk if they engage with entities linked to the newly blacklisted individuals, effectively isolating their remaining fiat and crypto on-ramps.
